The Labour Government announced in 2007 a new Community Infrastructure Levy method of releasing capital from developers. CIL became law in the 2008 Planning Act.

This came into force in England and Wales on 2010. But the Conservative Party indicated that were they were to win the 2010 election they would scrap it. But the new Coalition Government indicated that it would keep it with amendments. Key changes and the Bill was written into law as the Localism Act in 2011.
