The Chief Secretary to the Treasury 2010-2015 and his pet project to introduce a system that would lead to the better off paying a little more to help support public services in the UK. There are many who are not only economically but also ideologically opposed to such a levy which they clain penalises aspiration and success. The counter argument being the successful have only been successful because of the system which allowed their success to happen and so it is only fair they give a little more back to support the system others can then benefit from. The other problem with this levy is where to set the level at which it is paid as regional variations in property prices mean that in some parts of the country a two bedroom flat would cost the same as a five bedroom detached house in other regions.
